Senate Bill 308 as amended and reported by the Committee on Ways and Means Education appropriates from the Education Trust Fund (ETF), for the fiscal year ending September 30, 2017, the amount of $5,041,468 to the Department of Veterans’ Affairs to be expended for the Student Financial Aid Program. This bill also amends Section 3B (21) of the FY 2017 Education Trust Fund Appropriations Act, Act 2016-199, to authorize the Alabama Historical Commission to distribute $300,000 to the Alabama Bicentennial Commission.
In addition, this bill allows any unexpended appropriations for the fiscal year ending September 30, 2017, to the Alabama Department of Archives and History, the Alabama Historical Commission, the Alabama Public Television Commission, and the Alabama Council on the Arts to be reappropriated in the fiscal year beginning October 1, 2017 for bicentennial programs and events; and (2) any unexpended appropriations for the fiscal year ending September 30, 2017 to the Alabama Legislative Fiscal Office for performance and efficiency evaluations of state agencies to be reappropriated to the Office for the fiscal year beginning October 1, 2017 to be expended to continue performance and efficiency evaluations of state agencies.
The above appropriation to the Department of Veterans' Affairs is allowed under the ETF Rolling Reserve Act because the Act allows a nonrecurring revenue, in this case the ending balance, to be added to the fiscal year appropriation cap and expended.
