Senate Bill 89 as introduced would increase the election expenses of counties that choose to propose a local referendum, during a statewide or federal election, to give the county commission authority to levy a local gasoline or diesel fuel excise tax not to exceed $.05 per gallon of motor fuel to provide funding for road and bridge projects. Additionally, it would authorize a county to collect a 25% penalty if a distributor, retail dealer, or storer of gasoline or diesel fuel fails to pay the tax imposed by the referendum.
