Senate Bill 103 as introduced expands the open enrollment requirements for public charter schools to allow enrollment preferences at schools located on or within one mile of a military installation whose mission would focus on serving students of military members or Department of Defense civilian employees permanently assigned to the military installation, and then, capacity permitting, these mission specific charter schools would admit students whose parents are not assigned to the military installation through a random selection process.
