FISCAL NOTE

House Bill 220 as introduced (1) provides authority to manage the construction and renovation of state property that is a part of a K-12 public school and each public postsecondary institution and public institution of higher education to the State Department of Education (SDE) to the governing board of each institution, respectively, as it relates to those entities, and (2) removes this authority from the Division of Construction Management within the Department of Finance.

This bill would increase the obligations of the State Department of Education, paid from the Education Trust Fund, by an estimated range of $500,000 to $2 million annually, as estimated by SDE and the Division of Construction Management, respectively, for SDE to adopt standards and provide support for the construction and renovation of K-12 public schools. This bill would also increase the obligations of the Alabama Community College System (ACCS) by an estimated range of $730,000 to $2.1 million annually, as estimated by ACCS and the Division of Construction Management, respectively, which could be covered, at least in part, through construction fee arrangements with the colleges. This bill would also increase the obligations of the public universities by an undetermined amount to provide property management services currently performed by the Division of Construction Management.

This bill would reduce the administrative obligations and user fee receipts to the Division of Construction Management in the Department of Finance by an undetermined amount due to the transfer of this authority to these entities.
