FISCAL NOTE

Senate Bill 70 as passed the Senate expands coverage of the Educator Liability Trust Fund (ELTF) to include the Alabama School of Cyber Technology and Engineering to provide liability coverage to the school’s Board of Trustees, administrative staff, teachers, and other employees which could increase the obligations of the State Department of Education (SDE) and the ELTF by an undetermined amount, dependent upon the number of claims made or suits filed against covered employees.

The Liability Insurance Program is administered by the Department of Finance – Division of Risk Management and funded through SDE by an appropriation from the Legislature. The Governor’s FY 2022 Recommended Education Trust Fund appropriation bill included an appropriation of $10,000,000 to SDE for the Liability Insurance Program.
