Senate Bill 334 as introduced would permit licensed retailers to sell alcoholic beverages for off-premises consumption through a drive-through, walk-up windows or other type of exterior access. This could increase receipts to the Public Welfare Trust Fund, Alabama Special Mental Health Fund, State General Fund, the Department of Human Resources, and counties and municipalities by an undetermined amount dependent upon the amount of additional alcoholic beverages sold by retailers licensed to sell alcoholic beverages for off-premises consumption. In addition, the provisions of this bill would increase administrative obligations of the Alcoholic Beverage Control Board by an undetermined amount to adopt rules concerning alcoholic beverages purchased by exterior access no later than January 1, 2022.
