Senate Bill 325 as passed the Senate provides for the suspension or revocation of a tobacco permit, by the Alabama Beverage Control (ABC) Board, of a retailer of tobacco, tobacco products, electronic nicotine delivery systems, or alternative nicotine products that fails to pay an invoice from a manufacturer or distributor. This bill could increase receipts to the State General Fund by an undetermined amount dependent upon (1) the number of retailers that fail to pay their invoices in an timely manner, (2) the penalty amounts assessed for the violations, and (3) the number of repeat violations by a retailer.

In addition, this bill will increase the administrative obligations of the board by an undetermined amount to adopt rules and to provide notifications to manufacturers and distributors when a retailer is in default of paying timely.
