House Bill 316 as introduced could increase the administrative obligations of the Department of Examiners of Public Accounts and the Administrative Office of Courts (AOC) to establish guidelines for the management of municipal court costs, fines, and fees. In addition, this bill requires these guidelines to 1) prohibit the municipal court from receiving cash payments for court costs, fines, and fees and 2) require municipal courts to provide a receipt for payment.

Finally, this bill could increase receipts to the State General Fund from the collection of a civil penalty of $100, levied by AOC, from any municipal court that fails to comply with the provisions of this bill.
