URGING PRESIDENT BARACK OBAMA TO REVERSE HIS DECISION TO NOT FULLY FUND THE CONSTELLATION PROJECT.
WHEREAS, we note with dismay that the budget submitted to Congress by President Barack Obama recommends the cancellation of the Constellation project; and
WHEREAS, the Constellation project is intended to facilitate our nation's return to the moon, to learn how to live and work there for extended periods of time, as required for future exploration of the Solar System; it calls for the development of two rockets, the Ares I and Ares V, which would transport personnel and materiel, respectively, and would later be used for exploration beyond the moon; and
WHEREAS, the Administration's proposal to redirect funding for the Constellation project to "commercial" rocket builders is not based on hard evidence, but rather on the apparent hope that the commercial sector will develop an alternative plan for manned space flight; this proposal is unnecessary, as the rockets presently under development are being built by private interests, such as ATK, Boeing, Lockheed Martin, and PW Rocketdyne; further, the Constellation project has made significant and measurable progress toward its goals; and
WHEREAS, the United States has already invested over $9 billion in the development of the Ares rockets; cancelling the program now would cost an additional $2.5 billion; and
WHEREAS, cancellation of the Constellation program would significantly harm the citizens and economies of the City of Huntsville and the State of Alabama; now therefore,
BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH HOUSES THEREOF CONCURRING, That we urge President Barack Obama to reverse his decision to not fully fund the Constellation project.
BE IT FURTHER RESOLVED, That we urge the members of Alabama's Congressional Delegation to fight to restore funding for the Constellation project and to oppose any further efforts to cancel it.
BE IT FURTHER RESOLVED, That a copy of this resolution will be provided to the President of the United States and to each member of Alabama's Congressional Delegation.
