SYNOPSIS:Under existing law, a person riding a bicycle is required to follow the Rules of the Road for motor vehicles unless otherwise provided by law or unless a rule by its nature does not apply. Therefore, a person riding a bicycle is required to give a hand signal for a right turn in the same manner as the driver of a motor vehicle gives a signal for a right turn, with his or her left arm and hand extended upward.
 This bill would authorize a person riding a bicycle to give a hand signal for a right turn with his or her right arm and hand extended horizontally on the right side of the bicycle.

AN ACT

To amend Section 32-5A-263 of the Code of Alabama 1975, relating to bicycles; to authorize a person riding a bicycle to give a hand signal for a right turn with his or her right arm and hand extended horizontally from the right side of the bicycle.

BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:

Section 1. Section 32-5A-263 of the Code of Alabama 1975, is amended to read as follows:

§32-5A-263.

"(a) Every person operating a bicycle upon a roadway shall ride as near to the right side of the roadway as practicable, exercising due care when passing a standing vehicle or one proceeding in the same direction.

"(b) Persons riding bicycles upon a roadway shall not ride more than two abreast except on paths or parts of roadways set aside for the exclusive use of bicycles.

"(c) Wherever a usable path for bicycles has been provided adjacent to a roadway, bicycle riders shall use such path and shall not use the roadway.

"(d) A person riding a bicycle may give a hand signal for a right turn by extending his or her right arm and hand horizontally on the right side of the bicycle."

Section 2. This act shall become effective on the first day of the third month following its passage and approval by the Governor, or its otherwise becoming law.
